Driver Hits Man in Los Angeles; 3-hour Police Chase Ends Near Camp Pendleton

CAMP PENDLETON, CA (January 4, 2019) – After hitting a man who had been riding a motor scooter in Los Angeles, the driver led police on a three-hour chase that passed through three different counties and ended near Camp Pendleton on the 5 Freeway. The January 3 incident concluded when officers took the suspect into custody after a lengthy standoff.

The driver—identified as Karl Flores, a 34 year old, who is a veteran, and who is suffering post-traumatic stress disorder, Mark Latulippe said. Latulippe is a spokesperson for the California Highway Patrol.

Police began pursuit of the Honda at roughly 10:50 a.m. near Washington Boulevard and Sepulveda Boulevard when they attempted to pull it over for a vehicle code violation, and suspicion that the vehicle may have been stolen. When police could not pull the vehicle over, they abandoned pursuit in the interest of public safety.

A police helicopter saw Flores—who had been driving a Honda Civic—hit a pedestrian in Playa del Rey on West Manchester Avenue in the 7800 block. The victim—described as male—had been riding a scooter. Thomas Trandel, who is a sergeant with the Los Angeles Police Department, said the victim, who had gone under the vehicle, suffered injuries that were not life threatening. The name, age, and city of residence of the victim have not yet been reported, nor the types of injuries the person suffered.

Flores, still driving the damaged vehicle—entered the 405 Freeway and 5 Freeway, and drove south through Inglewood, Long Beach, and through Orange County into San Diego County. During the chase, police tried PIT maneuvers to stop Flores, but he continued driving. Flores’ vehicle came to a stop on the 5 Freeway near the exit for Las Pulgas Road, which is close to Camp Pendleton and Oceanside. Reports say his vehicle had run out of gas. Hostage negotiators were brought in, and Flores was taken into custody.

Reports say that the vehicle was not stolen, but registered to Flores. He was described by people who knew him as suffering from post-traumatic stress disorder.
