Phelan Woman Killed in Hit-and-Run Pedestrian Crash on Phelan Road near Buttemere Road
PHELAN, CA (September 16, 2024) — Cynthia Moss was tragically killed in a hit-and-run pedestrian accident on Phelan Road near Buttemere Road late Monday night. Authorities identified the alleged driver as 77-year-old Roosevelt Madison Garrett, who is accused of fatally striking Moss, a 65-year-old woman using a walker to cross the street.
After the collision, evidence suggests Garrett stopped briefly to untangle Moss’s walker from his damaged vehicle before fleeing the scene.
Cynthia Moss Was Pronounced Dead At The Scene
The fatal incident occurred around 7:40 p.m. on September 16. According to investigators, Garrett was driving a 2009 white Kia Sportage SUV eastbound at an unknown speed when he hit Moss, who was crossing the road in a southerly direction. The impact from the crash threw Moss onto the shoulder of the road. She died at the scene from her injuries, as confirmed by the San Bernardino County Coroner’s office.
Authorities searched the area Monday night but could not locate the suspect or his vehicle at that time.

Roosevelt Madison Garrett of Hesperia Arrested in Connection with the Felony Hit-and-Run
On Tuesday, September 17, authorities arrested Roosevelt Madison Garrett in connection with the hit-and-run that claimed the life of Cynthia Moss. Investigators allege that after the collision, Garrett stopped only to remove the walker from his vehicle before fleeing. He was taken into custody on suspicion of hit-and-run causing death and vehicular manslaughter with gross negligence, according to the California Highway Patrol and San Bernardino County booking records.
