Man Struck and Killed by Hit-and-run Driver in Costa Mesa
COSTA MESA, CA (April 15, 2021) – Richard Frost was identified by authorities as the man who was struck and killed last weekend by a hit-and-run driver in Costa Mesa. Frost was 74 years old, and a resident of Newport Beach.
The April 10 crash occurred on Newport Boulevard, near 17th Street and to the south of it.
The time was roughly 4:00 p.m., according to police.
Responders arrived and found a man down on the ground. They transported him to a hospital in the area. Frost died in the hospital.
Reports say a witness tried to stop the hit-and-run driver, but the suspect driver is alleged to have left the scene. Police later arrested the suspect in a bar’s parking lot in Los Alamitos.
The suspect driver was identified as Stewart Waithanji, 28 years old. He was charged with murder, driving under the influence, driving under the influence with a blood alcohol content of .08 percent or higher, and two misdemeanor counts of hit and run, according to the Orange County District Attorney’s Office.
A person who had been a passenger in the vehicle when the crash occurred was arrested on suspicion of being an accessory to a crime; she was identified only as female. Her name and city of residence have not been reported.
Reports say Waithanji has three prior DUI convictions, which occurred in Iowa. He was wanted on two DUI warrants–one for an incident in September 2019, and one for an incident in October 2019. He was charged in connection with a hit-and-run that happened before the fatal crash last weekend.
Investigators are working on the details of the incidents.
